EU Livestock Strategy
The Union's first organic strategy on livestock farming: structure of the text, the nature of the instruments it sets out, and deferrals to upcoming regulatory reviews.
On 7 July 2026 the European Commission published the Union's first organic strategy on livestock farming, the Communication COM(2026) 576 final. It is a policy-direction document, not a legislative act: it sets five priorities — crisis resilience, competitiveness, sustainability, adaptation to local conditions and production excellence — which the text itself states will be followed up in the regulatory reviews of the next two years: animal welfare legislation, the Nitrates Directive, the post-2027 CAP.
Human health. The text contains no explicit references to meat consumption or to instruments concerning food demand. Antimicrobial use and zoonotic risk are addressed within veterinary surveillance and vaccination, with no explicit link to livestock density. The Nitrates Directive, cited among the planned reviews, is addressed in relation to administrative simplification.
Environment. The document states that the concentration of livestock production in some European areas is associated with nutrient imbalances and pollution; MapTheFood examines the territorial distribution of related variables by overlaying BDN (National Livestock Database) data with Nitrate Vulnerable Zones. The instruments set out are mostly voluntary: an optional sustainability compass and a new methane calculation methodology (Tier 3 in place of IPCC Tier 1 and Tier 2). The document sets no binding thresholds for livestock density or per-hectare emissions, and contains no explicit references to European livestock farming's dependence on imported soy or to deforestation.
Animal welfare. The document sets out the elimination of cages for laying hens and broilers, by end 2026, and the transition from cages to pens for pigs, by the second quarter of 2027; both measures are subject to a case-by-case feasibility assessment, and no single Union-wide elimination date is set. For the transport of live animals to third countries for slaughter, the text defers to assessments following stakeholder consultation and specifies no further measures. Broiler stocking density, the subject of a review of the broiler directive launched in 2023 and not yet concluded, is not explicitly addressed in the document.
In summary, the text sets out animal-welfare measures subject to feasibility assessments and largely voluntary environmental instruments; it does not explicitly address food demand. The document defers possible regulatory developments to the reviews of the Nitrates Directive, animal welfare legislation and the post-2027 CAP.
